Prepare the couscous: In a medium saucepan, bring the chicken broth to a boil. Stir in 1 tablespoon of olive oil, 0.5 teaspoon of salt, and the couscous. Cover, remove from heat, and let stand for 5 minutes, or until the liquid is absorbed. Fluff with a fork.

While the couscous rests, prepare the shrimp: Peel and devein the shrimp. Mince the garlic. Zest and juice the lemon. Finely chop the parsley.

In a large skillet, heat the remaining 2 tablespoons of olive oil over medium-high heat. Add the minced garlic and cook until fragrant, about 30 seconds.
