Mince the garlic and grate the ginger. Drain and finely chop the water chestnuts. Slice the green onions, separating whites from greens.

Heat vegetable oil in a skillet over medium-high heat. Add the ground chicken, salt, and pepper. Cook, breaking up the meat, until browned, about 5-7 minutes.
